Jones as Vice Consul of Paraguay at Philadelphia, Pennsylvania; counter-signed by Acting Secretary of State Alvey A. Adee; white paper seal intact. Creasing from contemporary folds; mounting tape along top, bottom, and left recto edges. In frame with portrait of Roosevelt, 22 1/4 x 35 3/4 in. (565 x 908 mm).
